NSA scandal: Gifty Oware-Mensah is detained by the NIB

In relation to an alleged payroll fraud at the National Service Authority (NSA), Gifty Oware-Mensah, a former Deputy Director of the NSA and current Executive Council member of the Ghana Football Association (GFA), has been placed under arrest by the National Investigation Bureau (NIB).
An ongoing investigation into a ghost-name controversy that has garnered national notice includes her arrest.

According to reports, Oware-Mensah was arrested on Friday, March 7, 2025, and is still being held in detention in spite of several attempts to obtain her release.

She was later moved from the NIB grounds to an unidentified location, despite claims that former NPP General Secretary John Boadu attempted to step in and help her be released.

Following an exposé by The Fourth Estate that revealed fraudulent activity within the NSA’s payroll system, the controversy initially gained public attention.
In his first State of the Nation Address, President John Dramani Mahama addressed the matter and instructed law enforcement to take firm action against those responsible. Authorities have responded by stepping up their investigations, which has resulted in a number of arrests.

Some individuals connected to the plan may have already left the country, according to some reports. President Mahama has therefore directed that their assets be frozen in order to keep them from profiting from any ill-gotten wealth.
Alexander Afenyo-Markin, the Minority Leader, had promised that Gifty Oware-Mensah would assist with the NIB’s investigations before she was arrested.

Before she was arrested, it was reported that her solicitors were arranging for her to meet with the authorities.
Gifty Oware-Mensah had just arrived back in Ghana on March 5, 2025, after spending some time overseas after the 2024 elections.
